Fry peanuts until golden, then grind coarsely.
Blend ground peanuts with chilies, garlic, palm sugar, tamarind paste, kecap manis, and enough water to make a pourable sauce.
Blanch cabbage, bean sprouts, and green beans separately. Boil potatoes until tender and slice.
Fry tofu until golden and crispy on both sides. Cut into cubes.
Hard-boil eggs, peel, and halve.
Arrange vegetables, tofu, potatoes, and eggs on a plate. Pour generous peanut sauce over everything.
Garnish with fried shallots and prawn crackers.
