Dissolve sahlab powder in 2 tablespoons cold milk.
Heat remaining milk in a saucepan over medium heat.
When milk is warm, stir in the sahlab mixture.
Keep stirring constantly as the mixture thickens, about 5 minutes.
Add sugar, rose water, and stir until dissolved.
Pour into cups and top with cinnamon and crushed pistachios.
